Is there a way to put a comment of a picture on an iPod?

What I mean is, I know how to put photos on it, I know how to put text on it, but is there a way to put both on the same screen on a new iPod?

No, but you can add text on the picture with any decent photo editing software.

Just save a clean copy of the pic before you ruin it.
