In the CFL, in order to score a single/rouge after a missed fg or punt does the ball ever need to touch the ground or a player in bounds?

No.

The play simply needs to be called dead with either the ball being downed in the end zone (ex. player tackled or kneels in the end zone) or the ball kicked out of bounds through the end zone.

"If the ball is kicked into the goal area by an opponent, a rouge is scored (1) when the ball becomes dead in possession of a team in its own goal area or (2) when the ball touches or crosses the deadline, or a side-line-in-goal, and touches the ground, a player, or some object beyond these lines."
