EPA stands for Environmental Protection Agency.
The way that vehicles have been rated or tested for gas mileage hasn't been revised in about 30 years, hence there are huge discrepancies as to what the EPA says & actual real life MPG.

That is about to change, though. As of a 2008 model year vehicles, there will be new (more accurate) ratings, as the test methods will be changed this year.

I'm guessing that you are talking about Fuel Mileage ratings?

If that is the case, the EPA runs a test on most vehicles that is supposed to simulate city driving with an average stop and go speed of 40 and highway driving with an average speed of 50.

These numbers are supposed to represent what the average person driving the same average car should get in terms of gas mileage.

In most cases, these numbers end up being 10 to 20% higher than actual.

They do the smog testing for emissions and such to make sure the cars meet U.S. and CARB (California Air Resource Board) standards. CARB is the most strict of all measures so if a car is CARB certified it is 50 state emission legal.
