I am looking for something basic that lets me lay down some simple drum backing tracks, then record a couple tracks of voice or guitar, add some audio effects and generally edit.

A good pay version of what I am thinking of is Mackie Traction 2.

I have a GuitarPort for getting the guitar / vocals into my computer via USB.

Try Audacity:
http://audacity.sourceforge.net/
It supports multiple tracks and you can cut, splice, mix, add effects, whatever you want. If you had the hardware, you could even record 16 channels into it simultaneously. Not bad for freeware!

Cubase is the only which you will prefer to apply simply by fact it might desire to have all which you opt for on it and you have already got it. i exploit audacity and Acid Xpress 5.0 simply by fact they are the two unfastened and grant goodish high quality. wish this helps
