I need official road specifications for this street in California. Where can I find such information? Also, how can I find out the highway number of Alicia Parkway [in Cali]?

Try the Traffic Engineering department for that county. I've had to contact the one in Las Vegas a couple of times for information relating to some cases I've worked on and they're quite helpful.
