It could just be you, or it could be the ISP or company/school/business that provides you with Internet access. Since you are asking the entire world at large, it is impossible for the entire Internet to go down as the Internet is a collection of billions of computers. It is possible for a small area of it to go down, but not the entire Internet since there is no central Internet location.
If it was just you, you could always unplug your modem from the wall. Shut down your computer. Plug your modem back in. Wait for about 1 minute. Turn your computer back on and see if it works. If it still does not work, call your ISP (Internet Service Provider) or technician that is in charge of your access to the Internet.

I have not had any problems in the last hour. However, I have found that the following may interrupt the process. 1. Automatic Windows Update takes preference and it could take some time before your home page appears. This also applies to any Internet Security package. They all run in the background and there is not always any indication on the task bar. 2. Any other scheduled task on your computer such as defragmentation or Virus Scanner. 3. Very busy at the local exchange or Broadband station. I hope that this helps, otherwise there may be a problem with your modem or router. If you are on broadband your Broadband Manager Package should be able to scan for connection status and speed.

Asking a question like that on here is pretty pointless. Your best bet would be to call your internet provider and check to see if they were having problems in your area for the past hour.

perfectly Ok here - these problems are not usually concerning the internet as a whole, it is mostly one ISP or those which route through an affected data house or backbone provider

It is your ISP it would be like winning the lottery if someone had the same isp and problem as you were having.so just you and probably your neighbors or town/city.
