At least they should be held by perjury to the oath to ".. preserve, protect and defend the Constitution of the United States". As for "lies" there are CONCEIVABLE lies that would be consistant with the above, and then there are lies to cover acts done IN THE COURSE OF OFFICIAL CONDUCT which are politically embarrassing, incompetent and/or criminal which are potentially impeachable or should be.

Presidents take an oath of office that basically says they'll do everything they can to support the Constitution and act in the best interests of the U.S. Because only an honest office holder could possibly be acting in the best interests of the U.S., that oath implicitly contains a promise to be honest, or to be as honest as possible while still keeping the security of the U.S. as the highest priority. You would want the President to be able to lie to our nation's enemies, wouldn't you?

Rarely is there an open and shut case about the President lying. The President and his staff are careful to maintain "plausible deniability," so that it cannot be proven that the President was actually aware that he is speaking an untruth. Just saying something that's false is not lying; there has to also be proof that the liar KNEW he was speaking an untruth.
