In the opening credits of the cartoon series Pinky & The Brain, the answer to world domination is the movie THX 1138, in which the entire population is drugged by the government from childhood to keep them submissive.
In the real world, let me first mention the popular reality show, Nanny 911. The children in these shows would most likely be required to take Ritalin if not for the one week of Mind Control that turns the tiny terrors into little angels.
As for the decriminalization of marijuana, States over the years have been making possession of small amounts of pot a minor offense. Cities across the country have been passing initiatives to make marijuana the lowest police priority, freeing up their time to track down real criminals. States have also been passing laws to allow medicinal marijuana to patients that would otherwise be treated with ineffective but FDA approved pharmacueticals.
Meanwhile, the Federal Government has been arresting people with permission to use marijuana claiming the States don't have jurisdiction. At the same time, the States are complaining that the Feds are interfering with hard drug smuggling arrests. Smuggling heroin is nothing new to the Central Intelligence Agency which has expanded its business into crack cocaine distribution in the inner cities.
Those familiar with Mind Control know that the CIA has been brainwashing children for decades and that marijuana disrupts the programming. That's a major cause of resistance to decriminalizing the herb.
As the conservative parents of their hippie kids become an increasingly smaller voting body, there will be more laws passed to allow pot smoking. Luckily today, there are many organizations that introduce legislation and otherwise provide activism for the control and regulation of marijuana and its harmless but equally demonized sister, hemp.

Marijuana will never be legal in the U.S. if I have my way. As far as the government representing the people goes you can't say that it is the will of the people that marijuana be legalized. I'm not saying that the government comes anywhere close to being representative of the people now but there are a relatively small number of people very vocal about their support of legalization but regardless of how much they complain about it they are still a relatively small number of people. The pharmaceutical companies are drugging the people into submission because people as a group are like halfway retarded sheep. They are easily led because they don't want to think for themselves and will readily accept someone else's offer to think for them. Mass brainwashing or education as most of you would call it has helped to make the majority of people into halfway retarded sheep. There isn't nearly enough independent thought in the world today because our current system of education encourages people to conform to ideas and methods of thinking rather than think for themselves and question what they are told. We're encouraged to fit into nice little groups rather than be ourselves.

Wait! It's NOT 'legal'? You can purchase the stuff almost everywhere or grow your own.
Yes, it does appear there is an actual 'conspiracy theory' with pot and it's the largest cash crop in the US by far!
When the government can get their tax and our so-called leaders actually represent the will of the people it will become legalized.
It may not happen in our lifetime. Too bad!

Not in my lifetime or in yours. And what does the question of legalization of marijuana have to do with pharmaceutical companies supposedly "drugging our ignorant nation into submission?" Pharmaceutical companies don't grow, sell or manufacture marijuana.

isnt it already legal.
I mean the federal government dont do anything if you have less than 2 ounces.
In alaska if you have 4 oz or less the state wont do anything. Too many people do it already.
People continute to purchase the pharmecuticals because they think it helps them. just like so many people buy alchohol.
in some cases they all help the mind, but in other cases they increase mental illness. or stupidity.

The government makes too much money off of illegal drugs to make them legal. And as for pharmaceutical companies, well you answered your own question. "..drugging our IGNORANT nation..." No one is smart enough to care. And those who care, what can we do?
