Probably not, you must have alot of processes running in the background. Or your proccessor is too slow or low on RAM.

No matter what, you will always have many processes running even if there not actually showing on screen, that's how windows operates. My gaming PC has about 30-35 processes running at any given time, but I also disabled fancy themes, the ability to print and all the crap that runs when you first get a new PC among other things. My laptop that I use for work runs many more, at least 50 maybe, but that's normal. What isn't normal is your CPU running at 100% when your just doing basic windows operations. See what is running and find out what you don't need running. Have a professional look at it and see if they can optimize the performance or maybe run a system defragement, that may help. But if it is old, a healthy restoration might be in order.

First of all whether what is causing it, is good or bad, is irrelevant at this point. You should not be running at 100% unless there is something wrong, for any length of time, unless you have a ton of applications running, but you say only Netscape. I have my email program open and the browser typing this, and if I do not move the mouse or hit a key, is at 0%. You need to see what process on the list is using that much, find out what it is (Google it) and get rid of it.

It is normal to see several processes running. Question is, do all of them need to be running? Some applications start at boot and run in the background, although they may not be needed. The website listed below [under sources] lists various processes that you may see while looking at the Task Manager. Clicking on one of the processes listed will provide a description and recommendation.
Using msconfig to keep some programs from loading at boot is another suggestion. See link 2 under sources for a How To on using it.
If you are not sure if you need a process running, then do not stop it.

No your cpu shouldn't be running at 100% for a long amount of time. Unless you have a liquid cooling system which you would be able to runn more demanding processes linger but it should never be runnning at 100% for a long amount of time unless you are demanding work to make it run at 100%.

It really all depends on what is running to say if it is bad or not.
You can get a program called HijackThis, run it, and post the results on their forum and tell you if anything is wrong. More than likely they will tell you how to fix it as well.
