When I do a PWC in my tank, do I add the amount of dechlorinator that I should for my entire 46 gallons, or jsut the amount for how much water I am adding?

It depends on how you add the water back. If you add the water back using a bucket or something like that then you just add the water conditioner to the water in the bucket. If you use something like a Python that adds the water directly to the tank then you use enough to dechlorinate the whole tank.

I guess it also depends on the brand of water conditioner since Prime, what I use, states that if you add the water directly to the tank you need to dose based on the aquarium volume. http://www.seachem.com/products/product_pages/Prime.html

You add dechlorinator for the amount of water you are changing, regardless of whether you premix it in a bucket or you are adding water through something like a python. If you have high levels of Chlorine or Chloramine, you might want to double up on water conditioner, but treating the whole tank for a partial water change is wasteful.

You should try to add it based on the amount of water being replaced. If you are doing a 25% change then add enough for 10 gallons.

It won't hurt to add more as long as you aren't adding the whole bottle.

Just do how much you are putting back in, since you aren't doing a full water change, in that case put in how ever much that treats the full 46 gallons.

ONLY dechlorinate the water you are adding. You should not add additional chemicals to your tank unless it is absolutely necessary.
