I don't think masterbation has anything to do with it--each guy is different, some guys produce a lot of pre-ejaculate, others apparently rarely or not at all. I do more with masterbation than during regular sex, in fact so I don't believe his statement is correct.
As to your safety--if he is suggesting that he penetrate without a condom because he does not have pre-ejaculate and he can "pull out in time" you need to close the open door and shop for a new boyfriend. He just wants to have unprotected sex, and does not care about the consequences. Guys that practice the withdrawal method are known as FATHERS. Sex is an instinctive, animal trait and a guy in the highly agitated state of nearing orgasm has little control, plus guys can mini-ejaculate semen and clamp down if they aren't ready, so they can reach full orgasm and fully ejaculate. You may never know that he made a tiny deposit, since there was no orgasm, until a month later! Tell him to glove up or go home!

All men do pre-jaculate this is the necessary secretion of mucus to lubricate the urethra to allow easy and painless ejaculation. He's feeding you a line or is just uninformed. A man can get pre-*** no matter how often he takes care of himself. All it takes is enough stimulation for him to get the pre-*** so it would be best to keep those parts away from each other unless protection is in place.

Very risky. you're genuinely risking being pregnant or maybe STD if the two considered one of you're promiscuous. Be on the pill a minimum of and condoms are the right for secure practices.
