On my manual transmission car,
if I step heavily on the gas, or suddenly let it up,
for a second or so the speed is somewhat bouncy,
as if a spring or something is absorbing and releasing
the torque.

Is there something that can be tightened to reduce this effect?

It could be mounts as stated above or On most street cars the clutch is actually 2 peices which consist of a clutch hub attached to the inputshaft of the gearbox and a outer friction plate clamped in between the presurre plate and the flywheel which is connected to the hub with anywhere from 6-10 springs which are designed to absorb driveline shocks if these springs are worn out or if the clutch is an aftermarket piece they can cause the symptom you are describing...

Your tranny mount is probably worn or broken.It may also be a motor mount or stabalizer.I would have it looked at by a mechanic as this can cause problems such as exhaust cracks/leaks.
