Riot can be tricky if you don't know how to handle him, but he's cake once you learn his weakness. The most efficient strategy is to use Blast Freeze Breath to freeze swarming Riot clones, then start taking them down one by one with Heat Vision or melee combos. Just be careful when using melee hits--if you accidentally hit a non-frozen Riot, you trigger him to be split into two Riots, putting your net progress against this fiend at zero.
Remember: Riot splits into more clones when he's non-frozingly attacked, and his clones will attack EACH OTHER just to keep his number up. The best time to use Blast Freeze Breath is when you see a group of Riots together beating each other up.

YOU HAVE TO USE THE HEAT VISION BECAUSE IF YOU HIT THEM THEY WILL MULTIPLY AND MAKE SURE NOT TO GET HIT BY THEM EITHER.
