If it's an image or audio or video file (.jpg, .avi, .mpg, etc.) it's safe. If it's an executable, it's very risky. It really is a bad advice to say that if AntiVirus scans cleanly, it's safe. AV is far from 100% effective. Better to scan than not to scan, but use common sense too. Check the file type, if you don't recognize it -- don't run it, and make sure all your software is up to date.

If you have up to date Anti-virus protection and it's running and
you scan the file and it comes up clean or you aren't alerted
during the download, it's most likely safe...

Save it to a folder then run the virus scan on the folder
before you open it and do anything with the files inside
as an added precaution and again if no viruses found
most likely it's safe :o)

Safe from whom? Porn sites increase the danger to your credit card, but I use target as to download all the time without a problem.

Maybe, if your Anti Virus is active, when downloading, then scan it before opening it..
