Is it fair to say: Let's go pave Iraq and worry about whether it's right or wrong later? No, I don't think so! As Voltaire (18th Century French satirical writer of the famed book "Candide") "Il nous faut pousser notre jardin." In English, "We need to take care of our own garden." His point is that we can't count on finding something better out there, we have to take care of where we are.

Of course, we have no transportation system in other planets, they don't need to be paved, we have on earth lots of vehicles that required paved roads.
