to me, the formula is observance,,,,, and thought,,,,, pay attention to what numbers have importance to you,, what numbers when you glance randomly at a clock, you see, over and over again,,,,,,,,this will lead you to your own positive happy numbers, which may be different then others

I guess you mean in base 10.
In base 2 (binary numbers), all numbers are happy
PS:
Apparently, some people have developped "cycles". If the first number in the cycle is a happy number, then all numbers in that cycle are happy. If the first number is unhappy, then all numbers are unhappy. (2)
2nd PS: There is a formula (but not a general one) to generate new happy numbers: Any rearrangement of the digits of a happy number will yield a new happy number. e.g., if you identify 7839 as "happy", then 3987 is also happy, 9738 is happy, and so on.
Inserting zeroes does not change the state of happiness. Therefore 708,309 is happy and so is 900,700,300,800,000.

81+49+9+64 = 203
4+9 = 13
1+9 = 10
1+0 = 1 done (number is happy, so are 10, 13 and 203)
