I would have to go with the Silver Surfer because he has the Power Cosmic at his disposol and it can create, change,animate,rearrage matter. He himself can fly through stars and hyperspace and more.He can create krytonite out rocks for Superman,absorb or deflect any power blast from Goku and Vegeta,demagnetize his skin for Magneto etc.... The only ones that could stand against him or win would be THOR ,SUPREME,THANOS and the higher level COSMIC beings.

The only two heavy hitters there are the hulk and silver surfer. The thing is the next strongest.
War machine would be powerful, but his armor at this point is obsolete and of little use against the surfer.
I would have the surfer coming out of this one on top, very easily.
He has super speed, invunerability, stregth and lets not forget the power cosmic. Superman might be a close 4th place, but the surfer is just in a class all to his own against the rest that it would be safe to say that he could take out everyone else on the list at once, and still be home in time to wish galactus had left him with a p enis when he turned him into the silver surfer.
The dragonball clowns are a non-issue because they take 30+ episodes just to power up and another 10+ episodes to throw one punch, in that amount of time stephen hawking could whip thier asses.
Most of those guys surfer could just pick up at super-speed and fly them into space where they can't breathe before they even knew where he came from. (He is much faster than superman).
EDIT: excluding the extremely slow dragonball characters, magneto is the weakest on the list as he is now powerless and a normal human.

The Silver Surfer would trash every one of those characters. Even if Goku or Vegeta went super 10 times, they could't match the Surfer's Power Cosmic granted him by Galactus. The Flash could get away, by traveling through time, but the Surfer might be able to catch him. None of the other characters are near powerful enough to touch him.

superman, i would say the hulk, but in an old Marvel/DC crossover superman beat the hulk. then it took like 7 of the hardest hitting Marvel characters to bring down superman. and a lot of people want to say goku, but the only thing he could use on superman would be the spirit bomb, and guess what? the spirit bomb only hurts you if you are bad. and before you say kryptonite, let me say something, kryptonite only exists in the DC universe. and if there was a fight this big superman would wear his lead-lined suit, kryptonite does not penetrate lead. and some may want to say the silver surfer but the hulks strength is almost = to his and goku could use the spirit bomb on the surfer because he used to be herald for galatus (one of the most evil beings in the universe, i mean he eats planets)

I have no idea who some of the Japanese character are so I have no opinion but War Machine and Machine Man are two different Marvel Heroes (James Rhodes and Aaron Stack) so you may want to clarify who you mean

Silver Surfer. I agree with MKEN, except only Thanos with the Infinity Gauntlet would be a match, without it he has no chance.

I got the final fight at Goku and Vegeta, those 2 are animals and have had the best animated battles ever!
Goku gets the upper hand, but not by much.

It would be a draw between The thing, The Hulk, and Superman. They are all invunerable, so no one would win or they would kill each other. You forgot about Dark Side, Superman's arch enemy.
