I dont agree all the time with these judges. Sometimes the lower ranked women I find are much more attractive. Besides, its whats inside that counts right?
Anyway - even to be considered to be in the top 100 of anything is quite an achievement (unless there is only 100 taking part?)

it just means in a group of peoples opinion, number one was better at depicting the question.
i.e saying who the prettiest person is, #1 would be in peoples opinions prettier than #96
