You didn't say how mean they were being so the first idea might not work if they are really aggressive.
I suggest that you sit down with the person and tell him/her that you want to be left alone. Explain calmly what your feelings are and make sure the person understands that you are to be left alone.
If it is an adult who keeps bothering you after you have done the above, tell the person that the laws on stalking are very severe and the person can be arrested and sent to jail if you aren't left alone. Some states have retraining orders, but most of the time they aren't worth the paper they are printed on. If the person keeps bothering you, have the police arrest the person for stalking you. That will make the message clear if nothing else does.
