Usually the usb harddisk does not stop if its file is in use in some way or the other, First try to stop all such uses, and if then also it dosen't stop for safe removal then turnoff the computer and remove it. I had also unplugged the usb harddisk as you did but nothing happened but it is advisable to go by the book.

There are any number of reasons why it would say not safe to unplug...the drive may have still been in the process of saving or storing information, or closing a program in use. In all probability, you will not have any problems with that drive, but if you had been trying to save something to it, it may not have completely saved. Of course, it is possible to cause more damage by unplugging it before it is safe to do so. It is always best to safely remove all USB devices rather than just unplugging them, even if it means waiting a bit longer for them to finish whatever process they are running.

I almost never use the 'safely remove' option and just unplug the usb device. If the usb device isn't in the process of being written to then it won't matter. If it's in the process of writing files to the device then whatever was being copied/written will be lost. I only use the 'safeley remove' option when I need to remove it right after copying a big file.

You can "Surge" the USB Port to the point of it not working anymore, If the USB "Hangs" when trying to close auto-play, or a program, the safest way to disconnect the flashdrive would be to ctrl + alt + del, and shutdown the computer, when it is turned off, remove the flashdrive, then start back up, this releases the USB Port from recognizing the flashdrive. If it was in the middle of copying something, then you might lose data.
Otherwise it probably doesn't matter much - the whole 'safely remove' thing is just to make sure that it is done doing whatever it is doing before you remove it.

when ever that happens press ctrl+alt+delete at the same time and close it from there it was still running it should be ok
