I know it can be found on Route 32, but where and how? Is there a specific place, and do I fish for it or surf?

yes, it's on route 32, as well as in kanto, on routes 12 and 13
you fish for it, a 10% chance - you can use any rod, so yes, the old rod is ok. you can fish in any spot without leaving the routes, and it doesn't matter if it's night or day

Quilifish in Crystal can be found on either route 12 or 32. You'll need a good rod I think, just keep using it, there's no specific location.

you cab fish for a qwilfish on pokemon gold on the bridge south of lavender town using a super rod
im pretty sure crystal and gold are the same places
