In NY, one would take a fitness test in gym to get a federal honor seal of approval for being physically fit. To get this certificate, you have to do chin ups, run 1/2 mile in a certain time, and run 60 yards in a certain time. If you manage to do every event in the alloted time and numbers, they hand you a honor award.

The numbers are used to get funding for the school district. The Federal Governement and some States have funding incentives for having heathier kids.
They prove the health of the kids by having testing which gives the school numbers to present to the government.
