No, a dual NIC is two discreet NICs on one card. They each have their full bandwidth available.

They DO share the bandwidth on the PCI bus inside the machine but this isn't a concern as the PCI bus can handle much more data than 2 NICs can.

you must mean bandwidth. that all depends on how the NIC is used. many things you can do with a dual NIC

technically you could use all 4 pairs in a segment of CAT5 and connect to both RJ45 ports on the NIC, essentially increasing the bandwidth of that segment of cable to 200 Mbps
