Generally, removal firms charge in half-day segments. A two-bed flat has a lot of stuff in it and even if you pack everything, they still have to move the heavy stuff like the oven, fridge, bed(s), sofa, cupboards, wardrobes, etc. And then they have to move it again when they get to your new place.
£400 sounds a little steep - see if you can get a discount by offering cheque payment at the end of the job so they don't have to bill you and wait for payment. Or even offer them cash which should get you a 20% discount at least. However, I'd try a few more firms before you commit.

Sounds a bit steep. I think I paid about £500 for 3-bed house and a lot of garage cr*p moving 15 miles. Get some more quotes.
When you said packing, do you mean the boxes etc, or do you mean that thy're going to do some of the packing for you? If so, do it yourself, it'll be cheaper. And start now - it always takes longer than you think to get everything packed up. They should be able drop off the boxes a few weeks ahead.

We paid approx £350 just for moving and not packing when we moved about 90 yards from a 3 bed to a 4 bed. Best money I ever spent even though it's expensive. You really don't want to do it yourself!!!

For such a short move why not just rent the truck and do it yourself. Couldn't you use the savings of about 1/2 that 400? Well that's what I would do, no wonder it sounds high, it's such an easy move to do yourself, why pay?

One mile, 20 miles. Not much difference. It's the volume of effects, and the labour involved, that count.
