Start a web site - hook into either other web comics or adult sites. But start it for free, and then work on ways to develop income around it.

If it's good, it'll sell itself.

You might submit it to several adult magazines. Write a proposal letter and perhaps a few frames of the strip. You can probably find their address online or buy their mags.
