I live over the water from Belfast and go there regular - shopping etc on the stena HSS, have never had to produce any ID from scotland to go over and can drive, bus or train down to the Republic no problem ( mother lives there). How are you arriving in Belfast if you are flying in from the mainland UK then the flight operators may require photo ID but apart from that nothing. I's annnoying when you see people on here insisting that you need a passport to get to ROI
Dogs on flights - see airline
Dogs on Ferry's no problem

Belfast is in the UK and like all parts of the UK, you do not need a passport to travel within the country.

It depends where you're moving FROM to get a sensible answer. I'd suggest checking government websites.
