If you watch you will see that articles become available throughout the 'cycle' during which the newspaper is produced. Timeliness in this game refers to when the articles you selected became available. If you choose to write only early articles (meaning articles that became available the first or 2nd day) you will have a low timeliness value. At the same time if you choose to write articles late there is a chance they may not be done in time for the release of the issue.

timeliness probably means the amount of time it takes u to do it. or maybe how spread apart the articles are

It is the opposite of tardiness.
How quickly the task is gotten done as opposed to taking a very long time to do it.
