Ok you are really hitting on one of my pet peeves. Ok not necessarily about holding up traffic...... but just being "unaware" of people around you. Unaware of others. Unaware of what other circumstances affect people around you.
So stopping traffic to have an impromptu conversation with a friend is a perfect example of someone that is not aware of others. Not thinking about possibilities. Only being aware of what concerns them and not what could be concerning others. Someone late for an appointment. Someone in a rush to get to an emergency. Someone working on a schedule.
I'm not actually a fan of cell phones either, but I guess if you see your friend, keep driving and give them a call. Just for heaven's sake, don't become so engrossed in the conversation that you forget to go when the light turns green! ;)
(Brought to you by citizens against friendly drivers) *cough*

Man, I hate it when people do that. It's not like you don't have a cell-phone, or that you can't pull off into a parking lot, or see each other some other time. DRIVE. GET OUT OF THE WAY.
I'm proud to say that I've never done that.
