If you take exactly "One Inch" and divide it into four equal parts. Then each part would be 1/4 of an inch. So if you take three of them you have 3/4 of an inch, not quite a full inch. In fact, 1/4 of an inch short of being a full inch.
Or another way of looking at it is :
Take one full inch and break it down into two parts, each is 1/2 of an inch. Now breat both of those parts in half also, this means each is half of a half, called 1/4. Three of them is 3/4, 1/4 short of the full inch.
