You can track down the computer (if you work for FBI). People don't have IP addresses, computers do.

Only if they have a dedicated IP address, which is quite rare these days. Generally, I think you're wasting your time.

at the best you can send a ping to that ip address
go to run and type command
now type ping with ip address
