I thought that matter "decided" to exist at the beginning of time. Prior to the "big bang" there was no space and therefore no time. Even if you think that our universe was the result of a previous universe, then you can either say that there was matter before, so that this universe is part of a much larger one, and time began a lot earlier, or you can say that any previous universe was self contained and so has no bearing on our own space-time continuum.
