If you mean are there any video cards that will work with a 200W or 250W power supply, you may be out of luck. I can't vouch for them but the Geforce FX5200 to 6200 series may not require that. Other than that you're pretty much SOL. 250W is pretty low for a power supply...
Now if you meant requiring an extra power supply in addition to what you have... it depends on what you have and frankly I've never heard of a computer with two power supplies, except for servers or those that need backups.
If you want any modern video card including anything in the Radeon X1K series or Geforce 6 or 7 series then you are going to want at least 450W, more if you want a dual video card solution. I'd just invest in a new power supply... or an entirely new system, 250W power supplies were common what... 4ish years ago... that's pushing the age limit on your computer right there.

Most likely if your computer only has a 250 watt power supply, then the motherboard won't have a slot for a new video card anyway.
If you mean the video card itself would be pulling 200-250 watts, then thats not really possible, unless you were running multiple video cards at the same time.

if you have dirt with a pci, agp, or pcie compatibility that might work. Well, it wouldn't be that bad, but I would recommend a geforce 6 series card. Check around the web, like newegg or the manufacturer sight for recommended power supplies.
