I think that Argentina is the country with the highest % of white population in Latin America, but still there exists many indigenous people in the country, specially in the north. I would say the % is not higher than 75%.

According to the CIA World Factbook, 97% of Argentinians are ethnically white (mostly Spanish and Italian). There are lots of German settlements too where you can find things like Oktoberfest!
