if someone is planning to to a car, does the car being towed have to have an MOT and / or Road Tax ?

no but it has to be a rigid tow eg a bar not a rope .

Yes it does need mot and tax. Unless all four wheels are off the ground the car is still classed as travelling on the road.

Only times it can be driven is if its going to a prebooked local MOT station or it is being driven by a trader with trade plates.

Ooooh, this is a tricky one. Technically, anything you tow is simply a trailer, so no. But if it weighs more than three-quarters of a ton, it should really have trailer brakes on it, which is not so easy with a car.

I'd say if you're putting it on a trailer, it's completely irrelevant. If you're suspending two wheels on a towing dolly, you're likely to be ok, but just towing it on it's own is a decidedly grey area. I've done it a few times myself though, and as long as you're sensible (trailer board with lights and your number plate on the back etc), you'll probably not attract any attention.

Having an accident while towing something you shouldn't brings up a whole world of trouble, though (of the breaking laws and invalid insurance flavour), so if you're going any distance, I really wouldn't risk it - stump up for the hire of a proper flatbed trailer.

yes and you need ins if you are sat in towed car stering it only 1 way round it all 4 wheeels must be off the ground all breakdown / recovery firms have special ins to tow so be carefull the police dont catch you
