not enough U235 for criticality. you need about 55kg, unless you had some sophisticated implosion/neutron reflection technique.
Purchasing 40kg of pure U235 even in small amounts bound to arouse suspicion 'little boy'.
Another option is to go for Am 241 - there's 0 .2mg in the typical smoke alarm. You would need 250million alarms to obtain the critical mass of about 50Kg. Slow, expensive and laborious, but much less liable to detection.

US, Russia, UK, France,China, India, Pakistan, Israel, North Korea are all safe bets. They have more enriched Uranium and Plutonium than they know what to do with.
As most of them are Capitalist countries it follows that they should sell the stuff at bargain rates.

I might be able to purchase that through a university or other licensed institution. I am doubtful they would sell you 40kg, though, as it would be extortionately expensive. Also, you would have to be in a position of authority to authorise the purchase, as I am sure no-one else would.
