But it kind of looks too early to get an offer. It is for Electrical engineering program. And I am little anxious about that because I really do not know how good is that university, particularly for my undergraduate program.

Any one knows about it?
(I want to go, but it seems like really cheap to send offers at such an early time)

Many schools have rolling admissions. I suspect maybe Carleton does this, from what you say. It means that, if they feel you are qualified, they'll send you an acceptance letter as soon as they review your application. And they review applications as soon as they get them, rather than waiting until after the application deadline.

It's not an indicator of a poor school. Some very good schools have such policies.

Some schools process applications as they are received, and send acceptances as they process applications. Some schools don't touch any of the applications until the deadline has passed.

It may be that they really like you as a candidate and they wanted to make you an offer early. If you haven't done so already, check out the engineering department's website. You can learn a lot there - are the students or professors winning engineering awards? It will be listed there.

Depending on when you have to reply to their offer, you may be able to wait to see who else accepts you.

Not the best school in Canada but certainly respectable. If you decide to go co-op there are certainly tons of companies in the Ottawa area where you can get relevant work experience. Ottawa is a good place to live too.
