As there are probably a lot of jobs out there that don't require a lot of reading such as factory work or ditch digging.

There are a lot of older people who grew up in a time when work was more important than school. It was more accepting to be illiterate. Then once having work experience they make due all their lives. There are still employed, that skew the results. Youth entering the job market with the same skill today are less likely to get a job.

If you are talking worldwide it is because there are a lot of 3rd world countries out there with billions of people who don't have a chance for schooling and work for next to nothing.

There is probably a stronger correlation between literacy and income rate.

It means that Literacy and Emplyment (or Unemployment) are not strongly corelated. It means that Literacy has little to do with being employed. The economy's employment overall maybe very inelastic for literacy, instead employment maybe more affected by numeracy and vocational skills.

Or on the other hand, literacy may have everything to do with employment, maybe the method of measuring it is flawed and literacy measures are not reflecting the true levels of it.

There could be a lot of Jobs that do not require a lot of reading. Or it could be that workers know enough to get by, but not enough to pass the literacy test. Think about illegal immigrants, they know how to work, they get work, they do a good job, however, a large percentage of illegal immigrants are not literate in English.

Also, illegal immigrants usually work for less then the legal immigrants /citizen

An English proficency test is given to people appling fro citizenship.
