Before you do anything else, run this: http://housecall.trendmicro.com/ More than likely you are infected with adware.
Hopefully this will clean up your immediate problem. From there look at the other solutions provided in this thread.
There really isn't the need to run a Pay product. There are just too many free pop-up blocker solutions available.
You really need these things for solid protection:
1) antivirus
3) antispyware
4) Firewall (hardware based at a minimum ie a router)
5) Keep windows updated through automatic updates
Popup blockers are nice, as is firefox. I hesitate to say they are necessary.

As others have said, use Mozilla Firefox,
but it sounds like you have some sort of spyware/virus on your computer that is grazing past your system preferences and allowing the pop-ups. I suggest deleting your cookies and temporary internet files, getting a good Anti-Virus software, as well as a a Spyware search/destroy program such as AdAware, etc...

I purchased Norton anti-virus to protect against computer virus. It comes with a terrific pop-up blocker; I mean nothing gets through! It cost $39.95 a year and it's worth every penny.

Definitely start using Mozilla Firefox. It drastically cuts down on pop-ups and ads.

the pop ups are installed on your computer as adware, blockers only stop those comming through your browser, you need a free program like, adaware or spybot search&destroy to remove them

Try firefox http://www.mozilla.com/en-US/firefox/
But if you are getting a ton of popups you could possibly have adware/spyware on your computer.
The first step would be to get rid of all that first!
