Are there any particular programs available free or that I have to pay for to create and edit GIF files?

Jasc Animation Shop 3 is a program that can make gif files i.e. makes images move

Most graphics programmes allow you to create and edit gifs. Adobe Photoshop is the standard and widely used pro and amateur software for image editing. Any image can be made into a gif, but this compression format is best used to compress graphical text, vector shapes or animations. Images/photographs are best saved as JPEG format.

I'd suggest getting a manual so that you can learn how to create images or graphics as all the programs are different. Most also have a help index.

To save an image as a gif in photoshop you can 'export for web' or change the mode to 'index colour' and then 'save as' selecting the gif format.

No there is one included with windows - that would be Paint. When you goto save as in the file menu, below where you name the file to be saved should be a drop down box.

Scroll down and select to save it as a GIF.

1-Open the picture
2-Press file
3-press save as
5-choose GIF
6-press save
