Tattoos are a more serious thing than just having some cool, permanent art on your body. If you don't have them done properly they can get infected. Where I live, I don't think you can get a tattoo until you are 18, adult present or not. I would try and talk her out of it.

No, you shouldn't take her. Most tattoo shops have very strict requirements about who can take a minor (even 16+) to get a tattoo.
If you did take your little sister to get a tattoo and they actually did it when your mom found out the tattoo shop could get in a lot of trouble.
At thirteen your sister doesn't even know what career she wants let alone if she wants a tattoo for the rest of her life. I wanted a tattoo and lots of piercings when I was her age. I'm so glad my mother didn't allow me because I don't want them now. She doesn't have the maturity and I don't think it's "okay" for you to go behind your mother's back.
What would happen if she got ink poisoning or the shop wasn't safe and she got a disease? Wouldn't you feel guilty? What if she decides at your age she wants it removed? Won't you feel bad when she spends thousands on laser removal? I think so. Think down the road a bit and hopefully it'll start making more sense. Another thing, who would pay for the tattoo? I don't think a thirteen year old can afford that.
You are eighteen. You are an adult--start acting like it! Respect your mother after all she's in charge!

My friend got a tattoo when she was 18, and now that she's 30 she totally regrets doing it. How can a 13 year old possibly know what she'll like for the rest of her life?!?!?!?!
Your mom should make a deal with her:
If you stay in school, get good grades, graduate from high school and get accepted into university/college all the while avoiding drugs and getting pregnant, then when you graduate from high school, I'll take you to get a tattoo as a gift.
I got a tattoo for my 30th birthday (my first tat). I LOVE it, and it signifies a special time in my life, and it is a beautiful tattoo that has meaning to me. (I'm a musician, and it's a music symbol)

When i was thirteen I was a different person. WAY different in preferences from music, to what I found attractive in a male, to fashion sense. Is she sure she is going to want that thong tattoo when she is 40? Wow, then she is quite sure that she will always like the SAME stuff.
edit: when I was a teen, I might have wanted something as sexy as a thong tatoo, but NOW??? I wouldn't be able to stop laughing everytime I took off my hanes her way panties.

i dont think that she will need a tatoo she just wants a tatoo and why would a 13 year old want a tatoo? just to show off? and if so it is not a good enough reason

Where i live, you have to be the legal guardian of her. And i don't even think that they will tattoo a 13 year old. What she wants now, she maybe thinking when she's 18 "why did i get that for?".
and a tattoo shop just closed down because someone got this disease that if she gets cut, and is bleeding, she has to leave right away. and she got it from getting a tattoo.

Any reputable tattoo shop won't touch her till she's 18. Why cause a problem with your mother over this. Stay out of it and she can wait till she's 18

13 IS TOO YOUNG TO GET A TATOO REGARDLESS IF IT'S LEGAL OR NOT. HOW CAN SHE KNOW AT 13 IF SHE WANTS ANYTHING FOREVER. YOU NEVER KNOW THAT AT ANY AGE. THERE ARE PLENTY OF WAYS TO EXPRESS YOURSELF OTHER THAN SOMETHING SO PERMANENT AT 13. I HAVE TATOO'S SO IT'S NOT THAT I AM AGAINST THEM. GOOD LUCK.
