I know Wikipedia is not necessarily an 'expert' resource, but here is there definition:

"In contemporary English, the word can be used to specify a general period of ten years, for example "The last decade was characterized by the rise of the Internet". A decade may also be a well-defined historical period of ten years in a dating system. In that sense, the first decade of the 20th century indicates a period from January 1, 1900 until December 31, 1909."

You call it nothing, since it is not a decade.

A decade starts with the "01" year and ends with the "10" year, since there was no year "zero."

So our current decade started January 1, 2001 and will end January 1, 2010.

Most radio stations seem to be calling it "the new century" or "the new millenium."

I have been wondering this since 2000. So great answer, but I guess whatever they called the periord from 1900-1909. We didnt get the "rolling 20's" until 1920, so I'll be watching your question to see if someone else knows. Sorry I couldnt help, but I hope you appreciate my response anyway.
