List the upper bound for the following: 2.8*10^-3

2.8*10-3 = 0.00283 = 0.00283 =0.00283
It is a constant. It has no upper or lower bound. It is what it is.

Why an upper bound??!? This is just one very well-defined number, which is equal to 2.8 * 1/1000, or 0.0028.

Unless you imply that the 8 is the last significant digit of some measurement, in which case the upper bound would be 0.00285 (anything higher would be rounded up to 2.9 * 10^(-3).
