Try Virgin Mobile, the have several plans that you can pay in adavnce for a set number of minutes (you also get free nights & wk ends with a prepaid plan) starting at about $15 for 100 anytime mins. or you can just pay by the minute at 18 cents a minute (which is about the least expensive that I've heard of).

I know Cingular has a plan where you get 400 mins and free night/weekends and its only like 33 bucks a month. As far as pre-paid they I think are pointless you spend more on them then you would a normal cell phone bill!

My parents use the TracFone's ( http://www.tracfone.com/howitworks.jsp?nextPage=howitworks.jsp&task=howitworks )
When they went on vacation they travled all over the western side (including north-west/south-west) of the US they said their phones got service everywhere.
I warn you though, the one bad thing about them is once you leave your home area you go into roaming and once in roaming, it charges you double for service, so a $60 card (or 60 minutes) only lasts 30 minutes.
But the cards are farely cheap.
Hope this helps!
Cheers!
