I normally see that newspapers link USA President with Dubya. What is this Dubya. Please clarify in short and to the point.

George Bush's middle initial is W. They call him Dubya for that middle initial which distinguishes him from his father who was also named George Bush.

It is a nickname, “W”, (for his middle initial). Dubya, a literal spelling of a colloquial pronunciation of the letter later became a common public nickname, used both affectionately and pejoratively.
