What they can do is track the IP address to its owner (for example, your ISP might own a range from 186.13.1.1 to 186.14.255.255) Then, the ISP can usually track that IP address to either a particular computer or a user account.
There is a utility called tracert which can usually work to figure out what lines separate you and a remote IP address, but how much information you get out of it mostly depends on how detailed the information about intervening devices is.

So a person MIGHT be able to get a general idea of your geographic location, based on your IP address, by doing a lookup on the WHOIS database, but that will only tell them the physical location of your ISP -- not YOUR home address.
And if you use a large regional or nationwide ISP, the IP lookup probably reveals nothing of interest. For example, if you are an AOL subscriber, your IP address lookup will show the location as Dulles, Virginia -

Harder for people on the Internet but easier for companies too. Example, if a company sees that a certain IP has hacked or entered their network they can find who's ISP owns that address. Once that ISP is contacted they can either take the heat for you or give you up. Most cases they give you up.

Not your actual home address. Although the police would be able to track your location, but not the "ordinary" computer user.

people could trace an IP address back to a specific person and then find that person, but its not like GPS coordinates or anything

yes because you register with a service giving all your information and billing address, they have our lives in their hands. You would be suprise at what you can obtain from small information. Detective work
