National capitals? It would have to be the capitals of Italy and the Vatican State. The capital of Italy, Rome, completely surrounds the Vatican State.
Other than that combo, Bratislava, Slovakia, and Vienna, Austria, are the two closest capital cities in the world - only 40 miles apart.

Without any research, from the top of my head I would say Bratislava and Vienna are pretty close. I'm not sure if the Vatican can be regarded as a capital city. The fomer Yugoslavian countries (Croatia, Slovenia etc.) are not that small actually, and Buda and Pest have been one city for a long long time now (being from Budapest, I might know that).

Technically the Vatican City (which is it's own capital) is in Rome which is the Capital of Italy.

Except for that it's probably one of the Eastern European states that made up the Former Yugolavia i.e. Slovenia, Croatia, Bosnia -Herzogovnia, Serbia, Montenegro and FYR Macedonia. As all of these are very small countries.

I would guess it's Brazzaville, capital of the Republic of Congo, and Kinshasa, capital of D.R. Congo (formerly Zaïre). They are on opposite banks of the River Congo and, at their closest point, are 2·4 km (1½ miles) apart. The south-eastern end of the avenue Simon Kibangou, Brazzaville faces the north-western end of the avenue Zongo-Ntolo, Kinshasa.

I agree with the above! apart from Minneapolis/St Paul because only St Paul is State Capital, Minneapolis isnt a Capital of anywhere. And as someone said above....Buda and Pest have been one city.....err....Budapest! for a long time!
