ask em to shut up
if they don't they can be prosecuted under the noise act
if it's bad eventually they can even be evicted if council
but it's best to sort it personally if you can

Keep a diary, note the date, the time, what sort of noise it was and how long it lasted. Phone the police, then there will be a record of your call.
Didn't work for me mind, i kept a diary for 18 months and the housing association said they felt sorry for my neighbour as he was an alcoholic and they wouldn't move him! I ended up having to move!

I used to live in an apartment complex and the neighbors under me used to invite a bunch of people in, and get drunk and bark and howl and sing, tried to sing anyway. And then they would decide everyone was drunk and could not hear, and talk and yell at each other at the top of their lungs.
So I had a tape recorder. I recorded them. And when they finally dropped off to sleep, about four thirty in the morning, I played it back. Now I hope this does not surprise you, but this made them angry. and you know what, they started going elsewhere for their parties. LOL

firstly you can go round and ask them to be quiet, this will depend on what type of neighbours they are.If it is a council house contact the housing manager he will then write to them telling them to keep the noisse down.If the noise is late at night callthe local police station (not999) and ask if someone can call round and have a word that night, if not contact the local police station to speak to the comunnity constable and see if he can do anything, during all this time keep a diary of times and types of noise and how long it goes on for.Best of luck

This happened to me once it went on for a couple of weeks. I bought a tape of Beethoven's 1812 put it on high volume and went shopping. It worked a treat.

Are you on speaking terms with them - how long have they been you neighbours? If they seem reasonable try speaking to them voicing your concerns especially if there are children involved.

i agree with the other answer, move, its the only way. cause if you complain, it wont matter, cause it dont matter to them now that they are noisy, and could care less about it.
