a newt is an amphibian like a frog or toad, so not a fish as for a fish that becomes a lizard when removed from water there is no such creature at least on this planet, although you may be thinking of a mud skipper which is a fish that uses its pectorial fins to move across the mud, it lives in mangroves and tidal estuaries but this is a fish and not a reptile. hope that helps.

A myth. Two different Taxonomic Families. Some Lungfish can survive a long time buried in dry lake bottom mud,but when it rains they're still fish. Clarias Catfish can walk from one body of water to another on dewy(?) nights, but they're still fish.PeeTee

I think what you are referring to is a Lungfish. I believe they are typically found in areas such as Australia that experience extensive dry seasons and have been known to survive for considerable lengths of time with little to no water. They have also been known to wander from one puddle to another.
