Could it be that he is getting the milk free and he sees no reason to commit ?? If not, I'm sorry.
I don't think commit is in his plans for whatever reason.
Surly in 10 years you discussed it ??
Just go to him and lay it on the line, like either or. Say to yourself "What is the worse that can happen here ??

You may never get him to commit. After 10 years you're probably doing more that just seeing each other. Why get married now?

You can't. All you can do is say something along the lines of "I'm ready to settle down, marry and do . . . ." whatever your goals are. I'd very much LIKE to do it with you. And then, wait for the answer and do what you need to do.

You can't. It doesn't seem to be in his plans. You can try giving him an ultimatum---"marry me or we can't see each other anymore" But the odds are you'll lose him completely. If it's worth the risk to you, try it. Otherwise, your future isn't going to change.
