Very tough question

From a physical standpoint? Thor or Superman

Mental/Psychich abilities - Jean Grey, Professor Xavier

Earth Altering capabilities - Magneto, Martian Manhunter, Storm

Magical - Dr. Strange, Dr. Fate, Scarlet Witch

Cosmic level - Silver Surfer, Galactus

All of these heroes have the different abilities to create Earth destroying catastrophes

So what you would want to look at is the hero in this list that would be able to resist the other heroes in this list's powers and create damage of their own.

Thor and Superman would fall victim to Jean Grey, Professor X and Magneto, and Superman would also succumb to magical abilities while Thor would probably not.

In the end, what I think you would have is the psychics, the magical heroes and Magneto.

Since Magneto would fall to both the psychics and the magical heroes, you have left the magical heroes and the psychics.

Deductively reasoning, Jean Grey would be able to resist magical abilities with her psychic shields while still creating debilitating force and mind control.

Dr. Doom

He not only brought peace and utopia and an end to crime to the world, but he tricked the demon mephisto (alluding to him bieng the "satan" of christianity) into releasing doom's mother's soul.

He also is the second most powerfull sorcerer on earth, behind dr. strange. In addition to his technological advancements which include the control of anti-matter and time travel.

Doom is perhaps the single most intelligent bieng in the marvel universe as he had demonstrated his intellect bieng greater than his rival reed richards when he saved his wife's life and reed couldn't.

After doom did rule the world- even captain america at the end of the book (emporer doom) said they did the wrong thing when they opposed him as he brought an end to war, poverty, crime, etc.

No other super hero could do as much good as dr. doom. He has brought utopia to his own country and his people prosper and they love him.

as far as power, he is one of those heroes that can compete on a lower level, like on the level of the avengers or x-men, and also exist and thrive in the cosmic realm of galactus and thanos, as doom used his intellect alone to gain the beyonder's powers, the power of a god.
